The Articles of Confederation of the United States were agreed upon in Congress two years after Independence, but not ratified by all of the States until 1781. Often called "The first Constitution of the United States," the document was more akin to a treaty among the thirteen States.
The document was ratified by the following States:
Connecticut, Delaware, Georgia, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Virginia.
